Providing favourable policies for enterprises is an important measure for Chenzhou to improve its business environment.
Chenzhou compiled an e-book “Favorable Policies for Private Enterprises” on April 30, 2022. The e-book includes over 100 policies in tax incentives, cost reduction, funds and subsidies, financial support, etc. Businessmen can “scan” the QR code to read and search according to different needs.
Moreover, Chenzhou formulated measures to create a first-class efficient and convenient business environment and held relevant press conferences. Meanwhile, the city reformed enterprise related approval services, promoted the implementation of 74 preferential policies and enabled enterprises to access more government services via a single website. As of November 2022, the application materials have reduced by 49.55% through the “One-step Approval Process” in the city.
The holding of breakfast meetings and entrepreneur salons have also strengthened the confidence of enterprises in investing and developing in Chenzhou.
At the second entrepreneur salon, city leaders had face-to-face communication with entrepreneurs. “The local government regards us as the masters of the city, which makes us feel honored,” said Long Houquan, executive director of Hunan Xinneng Industrial Co., Ltd.

In January 2023, as the New Year was approaching, in the Guiyang home furnishing intelligent manufacturing industrial park, workers in the factory of Churong Furniture were busy with production to fulfill orders.
In 2017, Liao Xiren actively responded to the government’s call of “inviting Hunan entrepreneurs to return to build their hometown” and established Churong Furniture in Guiyang. As the first enterprise to settle in the industrial park, the annual output value of Churong Furniture increased from 25 million yuan in 2018 to 100 million yuan in 2021.
Guiyang’s thriving home furnishing industry is inseparable from the park’s considerate services.
“We will provide service specialists for enterprises and help them solve the problems they encounter in production and life, making them willing to come to Guiyang to develop,” said Gong Zengwen, director of the Enterprise Service Center in Guiyang High-tech Zone.
Guiyang Ganyart Furniture Co., Ltd. also benefited from the park’s thoughtful services. In 2022, Ganyart Furniture was in urgent need of funds to expand its production scale. At that time, it was the service specialist who explained the preferential loan policies to the enterprise. “They quickly helped us prepare and submit materials. It took less than a month from application to the issuance of the loan,” said Mo Lijuan, vice general manager of the company.

Chenzhou selected 3,125 service specialists to provide pairing assistance for 3,147 enterprises and 208 key projects to promote the implementation of the policies that benefit enterprises.
